Discovery of the sources the business bids from, the trades and licenses it holds, and the way bids were actually being produced.
Find the right jobs.
Decide fast. Build the bid.
A regional electrical subcontractor was winning work faster than it could chase it. Every hour went to hiring and running crews; identifying new projects, building proposals and submitting bids fell to whoever had a free evening. KRLR designed and built a bid response platform scoped to the way this business actually pursues public and commercial work: agents find and vet the opportunities, the owner decides, the team builds the bid.
DISCOVERY · SYSTEM DESIGN · AI AGENT TEAM · BID LIBRARY · TRAININGIn daily use for opportunity scanning, vetting and bid assembly, with KRLR supporting the system and the office team.
Hiring was going to field labor and technicians. Adding an estimator or a proposal writer was not on the table.
From discovery through authority rules, testing against real solicitations, training and ongoing support.
The client is not identified and portals, agencies and project names in the demonstration are fictional. No win-rate or revenue figures are presented.
Chasing work
was the bottleneck.
The business had the licenses, the crews and the references to win more public work. What it did not have was anyone free to watch the portals, read the solicitations, work out whether a job was worth bidding, and then produce a compliant response by the deadline. Opportunities were found late or not at all, and the ones that were pursued consumed the owner’s nights.
The brief was not “write our proposals with AI.” It was to take the finding and vetting off the owner’s plate entirely, make the decision fast and well-informed, and turn bid assembly into a repeatable process the office could run.
Found. Vetted. Decided.
Built.
Three stages, three agent roles, and one human decision in the middle. Each panel shows how a stage runs in production.
Every source the business bids from is watched continuously, so nothing is missed because nobody had time to look.
Continuous scanning of the sources the business already bids from.
- 01
Watch
Federal, state, county and municipal portals, plan rooms and cooperative contracts are checked on a schedule.
- 02
Match
Each notice is scored against the trades, licenses, geography and contract values the business actually pursues.
- 03
Deduplicate
The same job across several portals becomes one opportunity with one deadline.
- 04
Surface
New matches appear in an opportunities view with the dates that matter.

The platform recorded on demonstration data: Scout surfaces a county solicitation, Analyst extracts requirements and works out capacity and margin, the owner gets a one-page Go / No-Go brief, and the team builds the response from the library with review points before submission.

designed and built.
A three-role agent team — Scout, Analyst, Reviewer — scoped around that process, with the owner's decision as the only irreversible step.
A Go / No-Go brief format the owner reads in minutes: fit, conditions, capacity, estimated cost, margin and bid range.
A bid workshop that tracks action items, schedule, compliance and materials, and assembles sections from the library.
A curated library of past performance, résumés, safety plans and references, with metadata so the right item is found each time.
Authority rules, testing against real solicitations, documentation and training for the office team; ongoing support after go-live.
The system finds and builds.
A person decides and submits.
The agents may watch portals, read documents, score fit, draft the brief and assemble sections. They may not decide to bid, and they may not touch a submission portal. Those two steps belong to the owner and the estimator, and the system is built so they cannot be skipped. Every source, extraction and library selection is recorded, so a reviewer can see why a section says what it says.
